Amends Hawaii Revised Statutes Section 302A-121 to require the Board of Education to invite the exclusive representative for Bargaining Unit (5) to appoint a nonvoting public school teacher representative to the board.

Maintains the nine voting members of the board consisting of one member from each of Hawaii County, Maui County, and Kauai County; three members from the City and County of Honolulu; and three at-large members.

Adds a nonvoting teacher representative position in addition to existing nonvoting student and military representative positions already on the board.

Provides that the teacher representative will offer firsthand perspective and expertise on educational climate, teacher resources, and effects of educational practices and policies on schools and communities.

Becomes effective on July 1, 2050.
