Establishes a repair and maintenance special fund within the Department of Budget and Finance for repair and maintenance of state department facilities.

Prohibits the special fund from being used for employee salaries, cost adjustments, collective bargaining costs, or other personnel-related expenses.

Specifies that moneys in the special fund shall not be counted as part of the employer's financial ability to meet costs under Hawaii Revised Statutes section 89-11(f)(4).

Appropriates unspecified sums from general revenues to the special fund for fiscal years 2019-2020 and 2020-2021, with corresponding appropriations from the special fund for repair and maintenance expenses.

Takes effect on July 1, 2061.
