Creates an elected Board of Education consisting of 13 members elected at-large from two school board districts (Oahu with 10 members; Hawaii, Maui, Kauai and other islands with 3 members), with certain members required to reside in specific departmental school districts.

Board members must be registered voters of their school board district and, where applicable, residents of their designated departmental school district; members cannot hold other public offices under state or county governments.

Members are elected at primary and general elections for four-year terms with the initial 2020 class divided into two groups (7 members serving four years, 6 members serving two years before returning to four-year terms); vacancies filled by gubernatorial appointment.

Provides board member compensation for inter-island and international transportation and personal expenses when attending board meetings or official business requiring them to leave their home island.

Implements effective July 1, 2050 with transition provisions allowing current appointed board members to continue serving until elected members take office.
