Requires noncandidate committees and other persons making independent expenditures to identify which candidates they support or oppose in reports to the Hawaii Campaign Spending Commission.

Mandates disclosure of all candidates supported or opposed if an independent expenditure advocates for or against multiple candidates.

Requires identification of independent expenditures as "issue advertising only" when they address ballot questions rather than candidate elections.

Directs the Campaign Spending Commission to publish independent expenditure information on its website for each candidate, including the expenditure amounts and the entities making them.

Imposes penalties under existing law (subpart I) for noncandidate committees or persons making false statements in required disclosures.
