Repeals Chapter 342G, Part VII of Hawaii Revised Statutes, eliminating the Glass Container Recovery Program.

Removes the glass advance disposal fee from the list of special funds exempt from the 5% central service assessment deduction in Section 36-27, Hawaii Revised Statutes.

Requires the director of finance to abolish the special account in the environmental management fund established under Section 342G-84 and transfer any remaining unencumbered balance as of June 30, 2019 to the general fund.

Takes effect on July 1, 2100.
