Establishes an advanced practice registered nurse medical leadership working group chaired by the Hawaii Department of Health to research and make recommendations on expanding eligibility for medical leadership positions to advanced practice registered nurses.

Working group membership includes the director of health or designee, director of commerce and consumer affairs or designee, director of the Hawaii center for nursing or designee, a healthcare facility trade association representative, and other healthcare or academic representatives as requested.

Working group shall research eligibility requirements, identify exceptions and federal regulatory compliance issues regarding Centers for Medicare and Medicaid Services requirements, and determine appropriate nomenclature for medical director roles across different facility types.

Working group is exempt from Hawaii Revised Statutes chapter 92 part I (open meetings law) and must submit findings and recommendations including proposed legislation to the legislature no later than twenty days before the 2020 regular legislative session.

Act takes effect upon approval.
