HB 66 Summary

• Repeals chapter 481E (Uniform Athlete Agents Act) and replaces it with the Revised Uniform Athlete Agents Act, effective July 1, 2020.

• Expands the definition of "athlete agent" to include financial advisers and business consultants who provide compensation-based services to student athletes related to finances, business pursuits, or career management.

• Establishes reciprocal registration allowing athlete agents registered in other states with substantially similar or more restrictive laws to register in Hawaii with streamlined documentation.

• Requires agency contracts to include disclosure of registration status, a warning about potential loss of athletic eligibility, and a separate acknowledgment signed by the student athlete (or parent/guardian if minor).

• Imposes notice requirements to athletic directors, allows student athletes a 14-day cancellation period, and provides civil remedies including treble damages for violations; violations are also criminal misdemeanors.
