Authorizes the Department of Human Services and Department of Health to contract with or employ a dedicated "capture manager" to serve as a grant writer and secure grant funding from public and private sources for a two-year pilot project.

Each capture manager may be retained as either a contractor exempt from Hawaii Revised Statutes chapter 103D or as a temporary employee exempt from chapter 76.

Requires both departments to submit reports to the legislature no later than twenty days before the 2020 and 2021 legislative sessions, including lists of grants sought, grants awarded, funding received, and any recommendations or proposed legislation.

Appropriates unspecified sums from general revenues for fiscal years 2019-2020 and 2020-2021 to cover the cost of each capture manager position.

The Act takes effect July 1, 2050, and is repealed June 30, 2021 (note: effective date appears to contain a typographical error as it predates the repeal date).
