Amends Hawaii Revised Statutes Section 329-38.2 to specify exemptions from the requirement that prescribers query the electronic prescription accountability system before issuing controlled substance prescriptions.

Exempts prescriptions that will be directly administered to patients under supervision of a licensed health care provider in inpatient settings, provided the system is queried when patients are initially admitted to a hospital.

Exempts initial prescriptions for post-operative pain management limited to a three-day supply with no refills, consistent with 2016 CDC recommendations on acute pain management.

Exempts prescriptions for patients with a terminal disease (defined as incurable and irreversible disease expected to cause death within six months) receiving hospice or palliative care.

Takes effect on July 1, 2019.
