Establishes the Hawaii Comprehensive Healthcare Task Force to review four major healthcare issues: capitation rate adequacy, unfunded liability of the Hawaii employer-union health benefits trust fund, mental health insurance coverage policies, and medical tourism.

Task force membership includes the insurance commissioner, director of finance, director of health, director of business/economic development/tourism, president of Hawaii tourism authority, and med-QUEST division administrator, with ability to add specialized expertise members.

Task force members serve without compensation but receive reimbursement for reasonable expenses including travel.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Appropriates unspecified general revenues for fiscal year 2019-2020 to establish, convene the task force, and provide member reimbursements; effective July 1, 2050.
