Adds definition of "certified athlete agent" as an athlete agent registered under Hawaii law and certified by a national association that regulates intercollegiate athletics.

Changes prohibited conduct language from "may" to "shall not" to strengthen restrictions on athlete agents providing false information, furnishing values to student-athletes before contract signing, and other enumerated prohibited acts.

Allows certified athlete agents to pay expenses for student-athletes and their family members incurred before agency contract signing, provided the expenses are authorized by the certifying national association for that class of athletes and purpose.

Maintains existing prohibitions on unregistered athlete agents contacting student-athletes, failing to maintain required records, providing false registration information, predating/postating contracts, and failing to notify athletes of eligibility consequences.

Takes effect upon approval.
