Establishes a process for the sale or transfer of medical cannabis dispensary licenses when ownership changes due to death, incapacity, disability, resignation, or termination of an individual licensee.

Requires entity licensees to notify the Department within 30 days of an individual licensee's inability to continue and submit a transfer plan within 30 days for involuntary separations or at least 30 days before transfer for voluntary separations.

Removes the requirement that retail dispensing locations be closed on official state and federal holidays, allowing year-round operation between 8:00 a.m. and 8:00 p.m.

Eliminates the 750-foot setback requirement from public housing projects or complexes for medical cannabis production centers and dispensaries, while maintaining the 750-foot setback from playgrounds and schools.

Removes the restriction on transporting cannabis for laboratory testing only when no certified laboratory exists in the county or island, allowing inter-island transport of samples for testing in accordance with department rules.
