Prohibits disability of a parent or caregiver from being considered as the sole determining factor in fitness assessments for foster parents, adoptive parents, guardians, persons seeking custody or visitation, and providers of safe family homes.

Amends Chapter 346 (Department of Human Services) to require written findings stating specific basis if the department denies a petition from a disabled person under sections 346-17 or 346-19.7.

Amends Chapter 560 to require courts to provide written findings stating specific basis if denying guardianship appointment to a disabled prospective guardian.

Amends Chapter 571 to require courts to provide written findings stating specific basis if denying custody or visitation to a disabled person.

Amends Chapter 587A to require courts to provide written findings stating specific basis if determining a child's family cannot provide a safe home when one or more parents or caregivers are disabled.
