Authorizes restaurant owners or managers to permit dogs in restaurants with outside dining areas at their discretion, subject to specified conditions.

Requires dogs to be under control (carrier or leash), remain in designated patron seating areas, not obstruct pathways or enter food preparation areas, and not disturb other patrons or dogs.

Mandates restaurants that allow dogs to designate specific locations for them, prohibit direct employee contact with dogs, require hand-washing after contact, and post signs listing all conditions.

Makes patrons and dog owners liable for all property damage and personal injury caused by the dog while in the restaurant.

Subjects patrons who misrepresent dogs as service animals to fines and penalties under section 347-2.6; preserves federal service animal law supremacy.
