Establishes the Hawaii Sports Task Force within the Department of Business, Economic Development, and Tourism to plan and coordinate efforts to attract major sporting events to Hawaii.

Task force shall work to reestablish Hawaii as the host site for the National Football League Pro Bowl, which was last held in Hawaii in 2015.

Task force shall establish Hawaii as a host site for NFL preseason games, world-title soccer tournaments, mixed martial arts Ultimate Fighting Championship tournaments, and other international sporting events at Aloha Stadium.

Task force membership includes the governor, four county mayors, stadium authority chair, comptroller, Hawaii Tourism Authority president, legislative representatives, hotel and tourism industry representatives, and economic development board representatives from each county.

Task force must submit findings and recommendations to the legislature no later than twenty days before the 2020 regular session convenes; the act takes effect July 1, 2019 and is repealed January 5, 2020.
