Establishes the position of Governor's Coordinator on Homelessness in statute (Chapter 346, Hawaii Revised Statutes) to formalize a role that has existed since 2011.

Requires the Governor's Coordinator to report directly to the Governor and serve as the principal officer responsible for coordinating statewide homelessness programs, policies, and activities.

Assigns specific responsibilities including implementing plans from the Hawaii Interagency Council on Homelessness, coordinating with county homeless coordinators, communicating with housing assistance agencies, and developing plans to increase affordable housing.

Authorizes the Governor's Coordinator to employ exempt staff and adopt necessary administrative rules, with office space to be provided by the Governor's office or Department of Human Services if needed.

Appropriates general revenues for fiscal years 2019-2020 and 2020-2021 to establish the full-time coordinator position and hire necessary staff, with funds expended by the Department of Human Services; effective July 1, 2019.
