Creates a new Class A felony offense for caregivers who financially exploit elders (persons 60 years or older) by intentionally or knowingly taking, withholding, misappropriating, or misusing an elder's money, property, or assets without authorization.

Applies to five specific forms of exploitation: unauthorized taking or withholding of assets, breaching fiduciary duty resulting in unauthorized appropriation or transfer, taking personal assets without authorization, misappropriating money from personal or joint accounts, and using coercion, manipulation, threats, or undue influence.

Requires the total value of money, assets, or property involved to exceed $50,000 for the offense to apply.

Defines "caregiver" as any person with temporary or permanent care, custody, physical control, or supervision of an elder, or who has a legal or contractual duty to care for an elder's health, safety, and welfare.

Effective date is July 1, 2019.
