Amends Hawaii Revised Statutes Section 387-9(a) to remove the exemption allowing individuals with impaired earning capacity due to old age or physical or mental deficiency or injury to be compensated below minimum wage.

Retains existing exemptions for learners, apprentices, part-time students, and wards paroled from the Hawaii Youth Correctional Facility to receive wages lower than the applicable minimum wage under special director certificates.

Changes director's authority from discretionary ("may") to mandatory ("shall") regarding issuance of special certificates for the remaining exempt categories.

Takes effect upon approval with no retroactive application to rights, duties, and proceedings that existed before the effective date.
