Prohibits any person from selling or offering for sale location data recorded or collected by satellite navigation technology-equipped devices without explicit consent of the primary user of the device.

Defines "satellite navigation technology" as technology using communication between electronic receivers and satellites to determine geolocation and time information, including but not limited to the global positioning system.

Addresses the practice of companies collecting and selling location data from smartphones, tablets, personal computers, vehicles, and smartwatches without user knowledge or consent, designating it as an unfair and deceptive practice.

Does not affect rights, duties, penalties, or proceedings that began before the act's effective date.

Effective date: July 1, 2019.
