Extends the lookback period for prior convictions from 5 years to 10 years when determining DUI sentencing severity in Hawaii.

Increases penalties for first-offense DUI including raising minimum fine from $150 to $250 and maintaining 72 hours community service or 48 hours to 5 days imprisonment.

Increases penalties for second-offense DUI within 10 years including raising license revocation from 18-24 months to 24-36 months and increasing fine range from $500-$1,500 to $1,000-$3,000.

Lowers the threshold for habitual operator of vehicle under the influence (HOVUII) from 3 prior convictions to 2 or more prior convictions within 10 years, and increases mandatory minimum license revocation from 1-3 years to 3-5 years.

Establishes a task force to examine and propose legislation allowing courts to prohibit DUI-convicted persons from purchasing or publicly consuming alcohol during probation periods.
