• Prohibits manufacturers from importing for profit, selling, or offering for sale cosmetics in Hawaii if animal testing was conducted on the product or its ingredients on or after January 1, 2021

• Exempts animal testing required by federal or state regulatory authorities if the ingredient is in wide use and cannot be replaced, a specific health problem is substantiated, and no non-animal testing method is available

• Exempts animal testing conducted to comply with foreign regulatory requirements if no evidence from such tests is used to substantiate cosmetic safety in Hawaii

• Imposes penalties of $5,000 plus $1,000 per day for violations, enforced by county prosecutors
