Adds "reproductive health decision" as a protected category in Hawaii employment discrimination law, defined as use or attempted use of any legal drug, device, or medical service intended to prevent or terminate pregnancy, or use of assisted reproductive technology.

Prohibits employers from refusing to hire, discharging, or discriminating against employees based on reproductive health decisions, applying to general employees and domestic workers.

Extends the same anti-discrimination protections to employment agencies and labor organizations regarding reproductive health decisions.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that existed before the law's effective date.
