Establishes an Office of Strategic Partnerships and Development within the University of Hawaii to coordinate and manage public service ventures between the university and private entities.

Authorizes the University of Hawaii Board of Regents to create nonprofit corporations, own stock in business corporations, and enter into partnerships and joint ventures with public or private entities for university benefit.

Requires Board of Regents approval before the university enters into public service venture contracts or leases university land to private entities.

Appropriates funds for four full-time equivalent positions to staff the office of strategic partnerships and development for fiscal years 2019-2020 and 2020-2021.

Takes effect on July 1, 2050.
