Increases Hawaii's minimum wage from $10.10 per hour (effective January 1, 2018) to $11.50 per hour on January 1, 2020, with annual increases through January 1, 2024, when it reaches $17.00 per hour.

Establishes an automatic adjustment mechanism beginning September 30, 2024, requiring the Department of Labor and Industrial Relations to calculate an adjusted minimum wage rate annually based on the Honolulu Region Consumer Price Index, rounded to the nearest five cents.

Caps annual minimum wage increases at 10 percent of the current rate, and prevents the adjusted rate from decreasing below the prior year's rate.

Repeals the tip credit provision that allowed employers to pay tipped employees less than the minimum wage if combined tips and wages met a specified threshold.

Takes effect on July 1, 2019.
