Prohibits licensing authorities from using administrative rules to supersede requirements established in applicable licensing laws.

Prevents licensing authorities from adopting rules that would allow unlicensed auxiliary personnel to perform duties that would otherwise require licensure if performed by another licensed professional.

Establishes that in conflicts between licensing laws and rules adopted by licensing authorities, the licensing laws take precedence.

Exempts apprentices and trainees working toward licensure in approved apprenticeship or clinical programs from these restrictions.

Takes effect upon approval.
