Establishes the position of Chief Data Officer within the Office of Enterprise Technology Services in Hawaii state government.

Chief Data Officer shall assist executive branch departments on data use and management, determine data sharing restrictions, facilitate data sharing between departments and with the public, coordinate data analytics and planning, and manage the State's open data portal at data.hawaii.gov.

Chief Data Officer reports to the Chief Information Officer and is appointed by the Governor as provided in section 26-34.

Amends sections 27-44, 27-44.2, 27-44.3, and 323D-18.5 of Hawaii Revised Statutes by substituting "chief data officer" for "chief information officer" where applicable.

Takes effect upon approval.
