Requires the Med-QUEST division to seek a state plan waiver from the Secretary of Health and Human Services under 42 U.S.C. section 1396n to establish a home and community-based services waiver program for children with autism spectrum disorder.

Limits program eligibility to individuals ages 2 through 21 who have been diagnosed with an autism spectrum disorder.

Requires participants to need services from an intermediate care facility for the intellectually disabled and have an individual family service plan or individualized education program with at least 15 hours of special education and related services.

Establishes income limit of 300 percent of Supplemental Security Income benefits and applies Supplemental Security Income asset limits for financial eligibility.

Takes effect upon approval.
