Authorizes Hawaii Department of Education schools to accept donations in exchange for sponsorship naming rights to buildings, facilities, equipment, or fixtures, subject to superintendent approval.

Establishes a special fund within the state treasury called the school naming rights special fund, with separate subaccounts for each school to hold and disburse donations.

Requires the Department of Education to submit an annual report to the legislature detailing all donations accepted, naming rights awarded, and fund balances during the previous fiscal year.

Directs the Department of Education to adopt rules under chapter 91 to implement the sponsorship naming rights program.

Takes effect on July 1, 2050.
