• Extends the nursing facility sustainability fee program from its June 30, 2019 expiration date to June 30, 2021.

• Increases the maximum nursing facility sustainability fee from 4% to 5.5% of net patient service revenue.

• Raises the per resident daily fee cap from $13.46 to $20.00 for standard facilities and from $5.85 to $9.00 for facilities meeting certain exceptions.

• Allows fee revenues to be used for quality incentive payments in addition to enhancing capitated rates for medicaid managed care health plans.

• Appropriates $21,000,000 from the nursing facility sustainability program special fund for fiscal years 2019-2020 and 2020-2021 for authorized program purposes.
