Requires the Department of Transportation and county transportation departments to adopt a Vision Zero policy aimed at preventing and eliminating all traffic fatalities through engineering, enforcement, education, and emergency response strategies.

Directs the State Highway Safety Council to collaborate with county traffic or highway safety councils to develop an action plan addressing speed reduction, vehicular and pedestrian safety, data-driven enforcement, and measures to track progress.

Mandates the Department of Transportation to submit a report of findings to the legislature by January 1, 2020, with an interim progress report due 20 days before the 2020 legislative session and a final report with recommendations due 20 days before the 2021 legislative session.

Takes effect upon approval, with the Vision Zero policy requirements applying to any development for which planning or design commences on or after January 1, 2020.
