Establishes the operating budget for the Department of Commerce and Consumer Affairs for the fiscal biennium July 1, 2019 through June 30, 2021.

Removes 2.0 permanent full-time equivalent positions (2 Public Utilities Rate Analyst V positions) from the Consumer Advocate program (CCA103) with corresponding fund reductions of $4,098,045 per fiscal year.

Appropriates $2,684,968 annually from special funds and $100,681 annually from trust funds for the Office of Consumer Protection (CCA110) with 18 permanent and 2 temporary full-time equivalent positions.

Appropriates $15,470,219 annually from special funds for the Public Utilities Commission (CCA901) with 65 permanent full-time equivalent positions.

Takes effect on July 1, 2030.
