Exempts Kalawao County from the requirement that motor vehicle insurers maintain a complete sales and claims service office in the State.

Modifies Hawaii Revised Statutes Section 431:10C-119(a)(2) to clarify that the "brick and mortar" office requirement does not apply to Kalawao County.

Recognizes that Kalawao County is the smallest county in the United States by population and land area, making a physical insurance office unnecessary.

Builds on 2016 legislation allowing electronic insurance cards and 2018 Act 216 permitting insurers to meet office requirements through licensed producers in each county where they do business.

Takes effect upon approval.
