• Requires incorporation of sea level rise projections from the Hawaii Climate Change Mitigation and Adaptation Commission's vulnerability and adaptation report into all new state plans and updates to existing plans under the Hawaii State Planning Act (Chapter 226) and Public Utilities Commission plans (Chapter 269).

• Appropriates funds for fiscal years 2019-2020 and 2020-2021 to the Office of Planning for stakeholder communications and public engagement regarding environmental protection, clean waters, ecosystem preservation, and cultural considerations of the Ala Wai watershed and surrounding areas.

• Addresses sea level rise projections predicting between 3.2 feet and 6 feet of rise by 2100, which will increase hurricane risk and coastal flooding and erosion hazards throughout Hawaii.

• Becomes effective on July 1, 2035.
