Establishes a temporary task force within the Hawaii judiciary to review amending procedures for service of legal process in civil, family, and administrative court proceedings to allow electronic mail service of documents.

Task force composition includes one judiciary member (chair), one member each designated by the senate president and house speaker, one member from the attorney general's department, one from the Honolulu prosecuting attorney's office, and one from the public defender's office.

Task force chair may invite other interested parties to participate in the task force discussions and review process.

Task force members serve without compensation but receive reimbursement for reasonable expenses including travel costs.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes and ceases to exist on June 30, 2020.
