Amends section 586-4 of Hawaii Revised Statutes to authorize family court judges to enforce temporary restraining orders (TROs) upon a finding of civil contempt of court.

Clarifies that TROs granted under this section can enjoin parties from contacting, threatening, or physically abusing protected parties and their household members, entering residences, and taking or disposing of household animals.

Establishes sentencing requirements for violations of TROs: first violation carries 48-hour mandatory jail sentence and $150-$500 fine; persons with prior convictions for violent felonies face 15-day minimum and $150-$600 fine; subsequent violations carry 30-day minimum and $250-$1,000 fine.

Specifies that fines collected from TRO violations must be deposited into the spouse and child abuse special account under section 601-3.6.

Makes technical correction changing "such" to "these" in subsection (d) regarding binding effect of TRO findings in other family court proceedings.
