Appropriates funds from general revenues for fiscal year 2019-2020 for capital improvement projects at the Honalo marshalling yard in Kona, Hawaii, including plans, design, and equipment.

Authorizes the Department of Agriculture to expend the appropriated funds for the marshalling yard project.

Identifies the Hawaii 'Ulu Cooperative as the primary beneficiary, which began operations at the facility in 2017 and has grown to 65 local farm members serving schools, hospitals, hotels, and restaurants statewide.

Notes that the facility's current equipment and infrastructure cannot support the cooperative's projected production of 10,000 pounds per day or 2 million pounds per year of 'ulu and co-crops.

Takes effect on July 1, 2019.
