Proposes constitutional amendment to Article I, Section 10 of Hawaii Constitution to eliminate prosecutors' and attorney general's ability to initiate felony charges by filing a signed written information.

Requires felony charges to be initiated only through grand jury presentment or indictment, or upon finding of probable cause after a preliminary hearing as provided by law.

Ballot question asks voters whether to no longer permit initiation of felony criminal charges by legal prosecuting officers through signed written information filed in accordance with legislative procedures.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
