Expands prohibition on capturing or killing manta rays to include all ray species (subclass elasmobranchii) in Hawaii state marine waters.

Broadens prohibited conduct from just "capture or kill" to also include "take, possess, abuse, or entangle" rays whether alive or dead.

Maintains criminal penalties: $500 for first offense, $2,000 for second offense, and $10,000 for third or subsequent offense.

Provides administrative fines up to $10,000 per ray violation, plus seizure of ray, commercial marine license, vessel, and fishing equipment.

Exempts special activity permits under section 187A-6 and research permits authorized by law, provided takes do not exceed potential biological removal levels; preserves traditional and customary Hawaiian rights.
