Adds new section 482E to Hawaii Revised Statutes requiring franchisees to post clearly visible signage at their entrance or storefront disclosing non-participation in specific franchisor advertising campaigns that offer discounts or promotions.

Prohibits franchisors from imposing any restrictions or conditions on franchisees' ability to make required non-participation disclosures, whether through franchise agreements or other devices or practices.

Effective date is July 1, 2019.

Does not affect rights, duties, penalties, or proceedings that were established before the Act's effective date.
