Hawaii Housing Finance and Development Corporation (HHFDC) shall study and formulate a plan to implement the "ALOHA homes program" (Affordable, Locally Owned Homes for All).

ALOHA homes program provides low-cost, high-density leasehold homes for sale to Hawaii residents on state-owned lands within one-half mile radius of public transit stations.

HHFDC shall submit interim report to legislature no later than 20 days before 2020 regular session convening with progress, findings, recommendations, and any proposed legislation.

HHFDC shall submit final report to legislature no later than 20 days before 2021 regular session convening with findings, recommendations, and any proposed legislation.

Appropriates $150,000 from general revenues for fiscal year 2019-2020 to HHFDC for studying and formulating the ALOHA homes program plan, effective July 1, 2019.
