Adds a new exemption to Hawaii contractor licensing requirements for eleemosynary organizations (tax-exempt under IRC sections 501(c)(1) or 501(c)(3)) engaged in public works projects involving installation or maintenance of mooring systems for vessels under 100 gross tons.

Requires the board to determine that the project does not pose potential danger to public health, safety, or welfare before granting the exemption.

Requires the organization to have performed the same or substantially similar projects or operations for at least 10 consecutive years.

Requires the procurer of the contract to deem the project or operation necessary and in the public interest.

Takes effect July 1, 2050.
