Authorizes the director of finance to issue $5,200,000 in general obligation bonds for designing and installing signalized crosswalks and pedestrian improvements on the Pali Highway in Nuuanu.

Targets four specific intersections with unsignalized crosswalks: Ahipu'u street, Wood street, Dowsett avenue (lower), and Dowsett avenue (upper) where they intersect with the Pali Highway.

Appropriates funds to the department of transportation for fiscal year 2019-2020, with the appropriation not lapsing until June 30, 2022, at which point any unencumbered moneys shall lapse.

Addresses pedestrian safety concerns, citing 39 pedestrian fatalities statewide in 2018 and noting that 40% of pedestrian crashes occur at unsignalized crossings.

Takes effect on July 1, 2050.
