Department of Human Services must print the beneficiary's name (or parent/guardian name if beneficiary is a minor or incapacitated) on each electronic benefits transfer (EBT) card used for SNAP benefits.

Vendors are prohibited from allowing use of an EBT card unless the cardholder presents a photo identification with a name matching the name printed on the card, to the extent allowable by federal law.

Department must adopt rules under chapter 91 to implement these requirements.

"Photo identification" is defined as a government-issued identification card or document containing the person's name and photograph of their face.

Act takes effect upon approval.
