Establishes the taxation rebalancing and repurposing task force within the Department of Taxation to study and rebalance general excise tax, income tax, and property tax programs.

Task force membership includes the Governor (as chairperson), all county mayors, the House Speaker, and the Senate President.

Task force shall examine opportunities to respond to resident needs, minimize resource duplication, align tax revenues with generating programs, and lower tax burden on businesses and residents while maintaining government services.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2020 regular session convenes.

Task force ceases to exist on June 30, 2020, with the Department of Taxation providing administrative and clerical support.
