• Adds new section to Chapter 78, Hawaii Revised Statutes requiring newly hired employees receive a general orientation on their benefits and rights within twenty calendar days of hire.

• Makes the employee's respective jurisdiction responsible for conducting the orientation.

• Allows the exclusive representative (union) representing the employee to attend the orientation and present information on employee benefits and rights.

• Defines "exclusive representative" by reference to section 76-11 of Hawaii law.

• Takes effect upon approval.
