• Establishes the Ocean-friendly Capitol Program administered by the State Capitol Management Committee with support from the Department of Accounting and General Services.

• Participating offices receive stickers for their doors and must commit to six mandatory practices: no expanded polystyrene, no single-use plastic bottles or coffee pods, no plastic straws/stirrers (except for disability accommodations), proper recycling adherence, reusable or compostable tableware only, and no plastic bags.

• Participating offices must also commit to at least two optional practices from a list including reusable kitchenware, sustainable commuting options, vegetarian/vegan food availability, sustainable seafood service, water conservation measures, energy-efficient upgrades, and paperless office practices.

• Appropriates unspecified funds for fiscal years 2019-2020 and 2020-2021 for ocean-friendly infrastructure including compost bins, recycling bins, mini-dishwashers, appliance upgrades, water fountain upgrades with bottle-filling stations, and recycled-content paper products.

• Effective date is July 1, 2100.
