Prohibits operation of motor scooters within the pedestrian mall running east to west between Richards Street and Punchbowl Street that abuts the Hawaii state capitol building, Iolani Palace, and the main branch of the Hawaii state library.

Appropriates funds from the Oahu transportation management area metropolitan planning organization revolving fund for fiscal years 2019-2020 and 2020-2021 to expand and develop the makai paved walkway to include a designated bicycle lane with appropriate lane markers and signage.

Requires the department of transportation to consult with the department of land and natural resources to ensure upgrades visually reflect the historic nature and iconic architecture of the capitol district.

Directs the department of accounting and general services, department of transportation, and department of land and natural resources to create a long-term development plan for the pedestrian mall to improve pedestrian and bicycle safety and aesthetics while honoring the historic character of the area.

Takes effect on July 1, 2050.
