Establishes an administrative assistant position within the Department of Human Resources Development (DHRD), exempt from civil service requirements, appointed by and reporting to the DHRD director.

Grants the administrative assistant authority to facilitate and expedite hiring and recruitment for civil service positions under DHRD jurisdiction, and to reclassify or abolish vacant positions in state departments.

Requires the administrative assistant to submit a report to the legislature at least 20 days before each regular session listing vacant positions for reclassification or abolishment, including reasons and vacancy duration; reclassification or abolishment cannot occur until 60 days after report submission.

Appropriates $480,436 for fiscal year 2019-2020 and $472,436 for fiscal year 2020-2021 to DHRD for workforce attraction and selection, including funding for the administrative assistant position, a learning management system upgrade position, and two senior recruiter positions.

Takes effect July 1, 2019.
