Clarifies that the duty to register a firearm is ongoing and that failure to register within the required five-day period does not relieve the owner of the obligation to register the firearm later.

Allows firearm owners to register previously unregistered firearms without penalty, provided the violation is discovered solely through the act of late registration.

Amends Section 134-3(a) to apply the ongoing registration duty to both arriving persons bringing firearms into Hawaii and nonresident aliens.

Amends Section 134-3(b) to apply the ongoing registration duty to persons who acquire firearms in Hawaii.

Modifies Section 134-17 penalties to exempt late registrations from petty misdemeanor charges for violations of Sections 134-3(a) and 134-3(b), provided the violation is discovered only through the registration itself.
