H.B. 882 Summary

• Appropriates $1,500,000 for fiscal year 2019-2020 and $1,500,000 for fiscal year 2020-2021 to the Department of Human Services to continue and improve the Coordinated Statewide Homeless Initiative.

• Requires the Department of Human Services to procure a master contractor to manage subcontracts and oversee expenditures for homeless prevention and rapid rehousing services statewide.

• Master contractor must operate a coalition providing short-term financial assistance to households in eviction, coordinate with the HUD-mandated coordinated entry system, and submit quarterly reports to relevant legislative committees.

• Master contractor may retain administrative fees of up to 15 percent from amounts paid to subcontractors and must be accountable for all funds expended.

• Takes effect on July 1, 2019.
